Most locations with sane plans for easing restrictions have some basic requirements around things like testing capacity, ability to effectively do contact tracing, and availability of materials at hospitals for surviving a new surge.
My county wants the capacity for 200 tests per 100k people per day, 30 day PPE supply at hospitals, and contact tracing for 90% of new cases.
Once you have those things you start opening up but requiring masks and distancing protocols (maintain 6', wear masks in all businesses, etc). You're probably also looking at capacity caps for events (concerts and sporting events may be difficult for a while).
Those restrictions start being lifted more once vaccines are readily available.
