Hong Kong protesters say they were tortured in prison

This happened in a prison in Hong Kong, not on the mainland.

HK does not have capital punishment, and still has a semblance of a legal system with human rights protections, so police couldn't just illegally execute them or disappear them without a massive cover-up that would create more problems for the authorities than it would solve.

Torture is deniable and could be a matter of debate, execution or forced disappearance are not. Moreover, allegations of torture deter others from protesting.
